As Bishop carries out covert missions to escalate tensions between "the North" and "the West," he uncovers a web of conspiracy involving dangerous technology, betrayal, and hidden memories.

The game features compelling voice acting, with Marcus McCollum as Bishop, Chuck McQuary as Controller, and Adam Baldwin as the profiteer Archer. The narrative intensifies as Bishop's suppressed memories resurface, revealing his connection to a woman from his past—his wife—whose life was stolen by Archer, who aimed to exploit Bishop's control technology for profit.

In a climactic showdown, Bishop confronts Archer, dismantling his plans and walking away victorious. A GBA port was independently developed in 2004, and the PAL PS2 version included a demo of SOCOM II U.S. Navy SEALs.
