The game’s narrative centers around a tense geopolitical crisis in East Timor, where U.S. military advisors face off against the anti-separatist militia Darah Dan Doa, led by the resentful Suhadi Sadono—once trained by the CIA, now turning against U.S. support in the region. Sadono's extremist actions culminate in a deadly attack on the U.S. embassy in Dili, resulting in the capture of several personnel, including Fisher’s old friend, Douglas Shetland.

Gameplay remains faithful to the original Splinter Cell experience, featuring refined graphics and subtle yet impactful gameplay enhancements. Notable new mechanics include the ability to whistle to distract enemies, open doors while carrying bodies, shoot while hanging upside down, and execute a "SWAT turn" for stealthy doorway passage. Additionally, health kits are no longer part of the inventory, and a laser sight on Fisher’s pistol provides precise targeting, even during movement.
